Bundan dolay\u0131 Te\u015fkilatlanma Ba\u015fkanl\u0131\u011f\u0131 B\u00f6lgeler Aras\u0131 Koordine Toplant\u0131lar\u0131 organize ederek b\u00f6lgeler aras\u0131 \u00f6zel durumlar\u0131n g\u00f6r\u00fc\u015f\u00fclmesine f\u0131rsat sa\u011flamaktad\u0131r. Bu minval \u00fczere d\u00fczenlenen Kuzey Almanya B\u00f6lgeleri Koordine Toplant\u0131s\u0131 21-22 Ocak 2017 tarihlerinde Bremen\u2019de ger\u00e7ekle\u015ftirildi. Toplant\u0131ya Genel Sekreter Bekir Alta\u015f, Genel Ba\u015fkan Yard\u0131mc\u0131s\u0131 ve Te\u015fkilatlanma Ba\u015fkan\u0131 Murat \u0130leri, Genel Ba\u015fkan Yard\u0131mc\u0131s\u0131 ve E\u011fitim Ba\u015fkan\u0131 Yrd. Daha sonra Genel Merkez Birim Ba\u015fkanlar\u0131 toplant\u0131n\u0131n i\u00e7eri\u011fi ve amac\u0131 ile ilgili bilgilendirme yapt\u0131lar.<\/p>\n<p><strong>\u201c\u00d6rnek \u00e7al\u0131\u015fmalar dikkate al\u0131nmal\u0131.\u201d<\/strong><br \/>\nTe\u015fkilatlanma Ba\u015fkan\u0131 Murat \u0130leri konu\u015fmas\u0131nda \u015funlar\u0131 s\u00f6yledi: \u201cD\u00f6rt y\u0131ldan beri b\u00f6lgesel veya \u00fclkeler \u00e7ap\u0131nda b\u00f6lgeler aras\u0131 koordinasyon \u00e7al\u0131\u015fmas\u0131 vesilesiyle b\u00f6lgelerimizle bir araya geliyoruz. Bu toplant\u0131larda isti\u015fareler yap\u0131yor ve yol haritas\u0131 \u00e7iziyoruz. \u015eu anda sekiz b\u00f6lgemiz burada. Yap\u0131lan \u00e7al\u0131\u015fma ile nerede bulundu\u011fumuzun de\u011ferlendirmesinin yan\u0131nda, yeni hedefler belirleme ve b\u00f6lgelerin ba\u015far\u0131lar\u0131n\u0131 payla\u015farak, ba\u015far\u0131lar\u0131 yayg\u0131nla\u015ft\u0131rmay\u0131 planl\u0131yoruz. En \u00f6nemli \u00e7al\u0131\u015fma sahas\u0131 cemiyetlerimizdir. Bunun i\u00e7in cemaatimizin \u015fuurlu olmas\u0131 gerekir. Y\u0131llardan beri Kuzey Almanya b\u00f6lgelerimizin her biri hizmetlerimizden herhangi biri ile \u00f6ne \u00e7\u0131km\u0131\u015f ve \u00f6rnek olmu\u015flard\u0131r. Mesela Berlin B\u00f6lgemiz kurumsalla\u015fma a\u00e7\u0131s\u0131ndan \u00f6nc\u00fcd\u00fcr. Ama maalesef bu durum Berlin B\u00f6lgemizin d\u0131\u015f\u0131na bile \u00e7\u0131kmam\u0131\u015ft\u0131r. Bu model \u00e7ok \u00f6nemlidir. Bunu genele yayg\u0131nla\u015ft\u0131rmal\u0131y\u0131z. Yine K\u00f6ln B\u00f6lgemizin Anaokulu projesi, Berlin B\u00f6gemizin \u0130slami \u0130limler Okulundaki ba\u015far\u0131s\u0131, Hamburg B\u00f6lgemizin devletle olan m\u00fckemmel ili\u015fkileri, i\u015f sahas\u0131nda kurumsalla\u015fmadaki ba\u015far\u0131s\u0131, Kuzey Ruhr B\u00f6lgemizin Osnabr\u00fcck ve Bilefeld \u0130rfan Evleri ba\u015far\u0131s\u0131, Ruhr-A B\u00f6lgemizin Bergkamen K\u0131z Koleji, hepsi de \u00f6nemli ve etkili \u00e7al\u0131\u015fmalar\u0131m\u0131zd\u0131r. Ama mesela Bergkamen K\u0131z Kolejimizin erkek versiyonunu neden yapm\u0131yoruz? Nerede engel var? Bu koordine toplant\u0131m\u0131zda bu t\u00fcr \u00f6rneklerimizi almal\u0131 ve b\u00f6lgelerimizde uygulanmas\u0131 i\u00e7in \u00e7al\u0131\u015fma yapmal\u0131y\u0131z. Bu koordine toplant\u0131m\u0131z b\u00f6lgelerimizdeki ba\u015far\u0131l\u0131 \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131 payla\u015fmam\u0131zda \u00f6nemli bir f\u0131rsat olacakt\u0131r. Daha \u00f6nce yapm\u0131\u015f oldu\u011fumuz Fransa B\u00f6lgeleri Koordine Toplant\u0131m\u0131zdan sonra 10\u2019dan fazla \u015fubemizde okul a\u00e7\u0131labilece\u011fi g\u00f6r\u00fc\u015f\u00fc ortaya konulduktan sonra okullar a\u00e7\u0131lmaya ba\u015fland\u0131. Te\u015fkilatlanma olarak, yap\u0131y\u0131 olu\u015fturmak, kurumsal b\u00fct\u00fcnl\u00fck, idareci e\u011fitimi gibi konular\u0131 i\u015fleyece\u011fiz. Cemiyet hedeflerimiz d\u0131\u015f\u0131ndaki yerlere temsilcilik \u00e7al\u0131\u015fmam\u0131z ile ve cami d\u0131\u015f\u0131nda toplumun ihtiyac\u0131 olan kurumlar\u0131 kurarak ula\u015fabiliriz. Bu konuda b\u00f6lgesel olarak hedef yerlerimizi belirleyece\u011fiz. \u00dcye say\u0131m\u0131z son be\u015f y\u0131l i\u00e7inde 113 binden 155 bine \u00e7\u0131km\u0131\u015ft\u0131r. Ama say\u0131sal b\u00fcy\u00fcme nicelikle de b\u00fcy\u00fcmelidir. Bu konuda Te\u015fkilat \u0130\u00e7i E\u011fitim Seminerleri (T\u0130ES), Birim E\u011fitim Toplant\u0131lar\u0131m\u0131z (BET), Yat\u0131l\u0131 E\u011fitim Seminerlerimiz (YES) ve Y\u00f6netici Geli\u015fim Programlar\u0131m\u0131z (Y\u00d6GEP) gibi e\u011fitim programlar\u0131m\u0131z niceli\u011fi olu\u015fturmak i\u00e7in \u00e7ok \u00f6nemlidir. B\u00fct\u00fcn b\u00f6lgelerimizde oldu\u011fu gibi Kuzey Almanya b\u00f6lgelerimizde de kurumsal b\u00fct\u00fcnl\u00fck \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131 y\u00fcr\u00fct\u00fcyoruz. Toplant\u0131m\u0131zda kalifiye elemanlar\u0131n yeti\u015ftirilmesi, g\u00fc\u00e7l\u00fc yerel yap\u0131lar\u0131n olu\u015fmas\u0131 konular\u0131n\u0131 da g\u00f6r\u00fc\u015fece\u011fiz. IGMG olarak Ehl-i s\u00fcnnet \u00e7izgisinde, ifrat ve tefritten uzak, mutedil \u0130slam anlay\u0131\u015f\u0131yla hareket eden din\u00ee bir cemaatiz. S\u00f6ylem ve eylemlerimiz, m\u00fcfredatlar\u0131m\u0131z buna uygun olmal\u0131d\u0131r.\u201d<\/p>\n<p><strong>\u201cCami ve e\u011fitim bir arada olmal\u0131.\u201d<\/strong><br \/>\nE\u011fitim Ba\u015fkan\u0131 Yrd. Do\u00e7. Dr. Abdulhalim \u0130nam bilgilendirmesinde \u015funlar\u0131 s\u00f6yledi: \u201cB\u00f6lgelerimizde yap\u0131lmas\u0131n\u0131 hedefledi\u011fimiz yat\u0131l\u0131 kurslar\u0131n ger\u00e7ekle\u015ftirilmesinde baz\u0131 s\u0131k\u0131nt\u0131lar\u0131m\u0131z var. Yat\u0131l\u0131 kurslar \u00e7ocuklar\u0131m\u0131z\u0131n yeti\u015fmesinde en b\u00fcy\u00fck etkenlerden birisidir. Bu konuda Kuzey Almanya b\u00f6lgelerimiz olarak ne gibi ortak \u00e7al\u0131\u015fmalar yapabilece\u011fimizi konu\u015faca\u011f\u0131z. Tecr\u00fcbelerimiz e\u011fitim \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131 e\u011fitim merkezlerimizi a\u00e7arak yapmam\u0131z gerekti\u011fini g\u00f6stermektedir. Camilerimizde yap\u0131lan e\u011fitimlere Temel E\u011fitim ad\u0131n\u0131 vermekteyiz. Hedefimiz her camimizin yan\u0131nda bir e\u011fitim merkezinin olu\u015fmas\u0131d\u0131r. B\u00f6yle bir durumda bir \u00e7ocu\u011fumuz b\u00f6lge veya \u00fclke de\u011fi\u015ftirse her yerde kendi seviyesinde ayn\u0131 dersleri g\u00f6rebilmeli. Bunun i\u00e7in elbette zamana ihtiyac\u0131m\u0131z var, ama mutlaka olmal\u0131. Bu konuda tecr\u00fcbeli b\u00f6lgelerimizden tecr\u00fcbelerinin aktar\u0131lmas\u0131 i\u00e7in \u00e7al\u0131\u015fma yapaca\u011f\u0131z. E\u011fitimin beklenen hedeflere ula\u015fmas\u0131 i\u00e7in mafsallara kadar inece\u011fiz. B\u00f6lgelerimizde yap\u0131lmas\u0131n\u0131 arzu etti\u011fimiz E\u011fitim Koordine ve Komisyon Toplant\u0131lar\u0131n\u0131n istenen \u00f6l\u00e7\u00fcde yap\u0131l\u0131p yap\u0131lmad\u0131\u011f\u0131n\u0131 g\u00f6r\u00fc\u015fece\u011fiz. Bu koordine \u00e7al\u0131\u015fmam\u0131zla hangi \u00e7al\u0131\u015fma hangi b\u00f6lgede daha iyi yap\u0131lm\u0131\u015f, g\u00f6rm\u00fc\u015f olaca\u011f\u0131z. Okulla\u015fma \u00e7al\u0131\u015fmalar\u0131m\u0131zda Kuzey Almanya b\u00f6lgelerimizin hedeflerini belirleyece\u011fiz. Okulla\u015fma \u00e7al\u0131\u015fmas\u0131nda Almanya olarak Almanya d\u0131\u015f\u0131 \u00fclkelere g\u00f6re \u00e7ok gerideyiz. Ama bunun sebebi Almanya\u2019n\u0131n bu konuda m\u00fcsaade vermemesidir. Ama buna ra\u011fmen 80\u2019den fazla okulumuzun olmas\u0131 gurur duyulacak bir durum. \u015eimdi Almanya\u2019da \u00f6zellikle anaokullar\u0131ndan \u00e7al\u0131\u015fmalar\u0131m\u0131za ba\u015flamak istiyoruz. Okullar i\u00e7in \u00e7al\u0131\u015fma mutlaka i\u00e7inde bulundu\u011fumuz kurumlar\u0131n tan\u0131d\u0131\u011f\u0131, bildi\u011fi kurumlar taraf\u0131ndan yap\u0131lmal\u0131d\u0131r. Bunun i\u00e7in de ili\u015fkilerimizin iyi olmas\u0131 gerekir.\u201d<\/p>\n<p><strong>Erkekler i\u00e7in \u0130slami \u0130limler Kursu<\/strong><br \/>\n\u0130slami \u0130limler Kurslar\u0131n\u0131n \u00e2deta Temel E\u011fitimin \u00fcniversitesi konumunda oldu\u011funa i\u015faret eden \u0130nam \u015funlar\u0131 s\u00f6yledi: \u201cBuralar ayn\u0131 zamanda bizim insan kayna\u011f\u0131m\u0131z. Buralardan yeti\u015fecek karde\u015flerimiz ileride ya \u00fcniversite okuyacak, ya da e\u011fitimci olarak de\u011ferlendirilecektir. \u0130slami \u0130limler Kurslar\u0131n\u0131n kad\u0131nlara has bir \u00e7al\u0131\u015fma oldu\u011fu anlay\u0131\u015f\u0131 var. Yanl\u0131\u015f olan bu anlay\u0131\u015f\u0131 ortadan kald\u0131rmak i\u00e7in erkeklere y\u00f6nelik \u0130slami \u0130limler Kurslar\u0131m\u0131z\u0131 g\u00f6zden ge\u00e7irece\u011fiz. Ayr\u0131ca Kuzey Almanya b\u00f6lgelerimiz olarak yapmakta oldu\u011fumuz \u00c7ocuk Kul\u00fcb\u00fc \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131 ele alaca\u011f\u0131z. \u00c7ocuk Kul\u00fcb\u00fc sadece dergiden ibaret de\u011fildir. Birim \u00e7al\u0131\u015fmam\u0131zda e\u011fitim alan\u0131ndaki ba\u015fl\u0131klar\u0131m\u0131z\u0131 g\u00f6zden ge\u00e7irece\u011fiz. Genel Merkez baz\u0131nda e\u011fitim \u00e7al\u0131\u015fmalar\u0131 \u00e7ok kapsaml\u0131 bir h\u00e2le gelmi\u015f durumda. Aile konusunda yap\u0131lan \u00e7al\u0131\u015fmalar\u0131m\u0131z \u00e7ok \u00f6nemli ve at\u0131lmas\u0131 gereken bir\u00e7ok ad\u0131m var. E\u011fitimlerimize ana s\u0131n\u0131f\u0131ndan itibaren ba\u015flamal\u0131y\u0131z. E\u011fitim materyalleri konusunda ciddi \u00e7al\u0131\u015fmalar yap\u0131lmaktad\u0131r. Koruyucu aile konusunda baz\u0131 s\u0131k\u0131nt\u0131lar\u0131m\u0131z var, ama bunlar\u0131 a\u015faca\u011f\u0131z. \u00c7ocuk bak\u0131m yurtlar\u0131 olu\u015fturmak bunun \u00e7\u00f6z\u00fcmlerinden bir tanesidir. Samsun 19 May\u0131s \u00dcniversitesi ile bir anla\u015fma yap\u0131ld\u0131. Bu kurumla birlikte \u00f6ncelikle uzaktan e\u011fitim konusunda \u00e7al\u0131\u015fmalar\u0131m\u0131za ba\u015flayacak ve \u00fcniversite baz\u0131nda bu \u00e7al\u0131\u015fmalar\u0131 geli\u015ftirece\u011fiz. Sadece NRW\u2019de \u00f6\u011fretmenlikle ilgili ders alan \u00f6\u011frenci say\u0131s\u0131 13 binden 20 bine \u00e7\u0131kt\u0131. Almanya\u2019da bu \u015fekilde 320 bin \u00f6\u011frenci var ve bunu en iyi \u015fekilde takip ederek gen\u00e7lerimizi \u00f6\u011fretmenli\u011fe kazand\u0131rmal\u0131y\u0131z. Bu \u00f6\u011fretmenler yar\u0131nlarda bizim \u00e7ocuklar\u0131m\u0131za ders verecekler. Onun i\u00e7in mutlaka kendi \u00f6\u011fretmenlerimiz olacak insan kaynaklar\u0131m\u0131z\u0131 haz\u0131rlamal\u0131y\u0131z. Belki de bu konuda eyalet birliktelikleri olu\u015fturulabilir. Eylem ve s\u00f6ylem birli\u011fimiz olmal\u0131d\u0131r. Her haluk\u00e2rda bu i\u015fin i\u00e7inde olmal\u0131 ve kendi stratejilerimizi geli\u015ftirmeliyiz. Bu b\u00f6lgelerde T\u00fcbingen \u0130lahiyat\u0131n d\u0131\u015f\u0131nda 4 tane daha okul a\u00e7\u0131lm\u0131\u015f ve bundan \u0130slami kurulu\u015flar\u0131n haberi yok. Sizler de b\u00f6lgelerinizde bu konularda yap\u0131lan toplant\u0131lara kat\u0131l\u0131n ve takibini yap\u0131n. \u00c7\u00fcnk\u00fc bu alanlarda geli\u015fmeler h\u0131zla devam ediyor. Unutulmamal\u0131 ki bizler bu \u00fclkelerde az\u0131nl\u0131klar\u0131z ve her f\u0131rsat\u0131 de\u011ferlendirmeli, halkalar\u0131 birbirine ba\u011flamal\u0131y\u0131z. M\u00fclteciler konusunda \u00e7al\u0131\u015fmalar\u0131m\u0131z var. Almanya\u2019da m\u00fcltecilerden \u00f6nce M\u00fcsl\u00fcmanlar\u0131n %67\u2019sini te\u015fkil ediyorduk. Ama \u015fimdi %50 civar\u0131nday\u0131z.\u201d<\/p>\n<p>Genel Sekreter Bekir Alta\u015f farkl\u0131 eyalet yap\u0131lar\u0131nda bulunan, bundan dolay\u0131 da farkl\u0131 hukuki yap\u0131lara sahip b\u00f6lgelere sahip oldu\u011fumuza dikkat \u00e7ekti. Buna ra\u011fmen ortak \u00e7al\u0131\u015fmalar\u0131n mutlaka olmas\u0131 gerekti\u011fini ifade ederek \u015funlar\u0131 s\u00f6yledi: \u201c\u00d6rne\u011fin, din dersi her eyalete g\u00f6re farkl\u0131 uygulamalar olarak ortaya \u00e7\u0131kmaktad\u0131r. Neredeyse her eyaletin kendisine g\u00f6re bir uygulamas\u0131 var. Ama bizim \u00f6ng\u00f6rd\u00fc\u011f\u00fcm\u00fcz geneldeki yap\u0131 ise m\u00fcfredat ve materyallerin din\u00ee cemaatler taraf\u0131ndan \u00fcretilmesi gerekti\u011fi. \u00d6\u011fretmenlerin de din\u00ee cemaatler taraf\u0131ndan onaylanm\u0131\u015f olmas\u0131n\u0131 \u00f6ng\u00f6r\u00fcyoruz. Bunun alt yap\u0131lar\u0131n\u0131 birlikte olu\u015fturmal\u0131y\u0131z. Di\u011fer konular\u0131m\u0131z\u0131n t\u00fcm\u00fc de ayn\u0131 \u015fekilde ortak bir \u00e7\u00f6z\u00fcm anlay\u0131\u015f\u0131 ile konu\u015fulacak. D\u0131\u015f \u0130li\u015fkiler sadece Genel Sekreterli\u011fimiz b\u00fcnyesinde takip edilen bir konu de\u011fildir. Meselenin i\u00e7 boyutu ile ilgili di\u011fer birimlerimiz de devreye girmelidir. \u00d6rne\u011fin, m\u00fcfredat ve materyal konusunda E\u011fitim Ba\u015fkanl\u0131\u011f\u0131m\u0131z devreye girmelidir. \u0130nsan kaynaklar\u0131, \u00fczerinde durmam\u0131z gereken \u00f6nemli bir yat\u0131r\u0131md\u0131r.\u201d<\/p>\n<p>Daha sonra birimler kendi i\u00e7 \u00e7al\u0131\u015fmalar\u0131n\u0131 yapmak \u00fczere kendi gruplar\u0131na ayr\u0131ld\u0131lar. Grup \u00e7al\u0131\u015fmalar\u0131ndan sonra birim ba\u015fkanlar\u0131 nihai raporlar\u0131n\u0131 sundular.
