Declaration of the Conference of Muslims of Eastern Europe, the Caucasus and Central Asia

We, the undersigned participants of the Conference of Muslims of Eastern Europe, the Caucasus, and Central Asia, grounded in universal values such as human dignity, freedom, justice, peace, and mutual respect, and reaffirming our commitment to democratic values, religious freedom, and cooperation among peoples and societies, hereby adopt the following declaration: 

  1. As Muslims living in various countries, we openly declare our respect for the constitutions of the states of which we are citizens and our determination to fulfill our civic rights and responsibilities.
  2. We support the building of societies based on dialogue, tolerance, mutual respect, and cooperation among people of different religions, cultures, and beliefs.
  3. We support policies that promote social inclusion, equal opportunity, economic development, and respect for human dignity for all citizens, without distinction of religion, ethnicity, or affiliation.
  4. We call upon the states of which we are citizens to ensure equal status for all religious communities and Muslims, in line with the principles of equality, religious freedom, and human rights.
  5. We reaffirm the will of Muslims to contribute to peace, stability, economic development, and regional cooperation as active, responsible, and constructive members of the societies in which they live.
  6. We demand the creation of legal, political, and social environments that enable the full and active participation of Muslims in the political, social, and economic life of their respective countries and allow them to exercise their right to legitimate representation in democratic institutions.
  7. We support the official recognition and free operation of Islamic institutions within the constitutional and legal framework of each country so that Muslims can fulfill their religious rights and responsibilities in a free and responsible manner.
  8. We support the development of educational, cultural, and social institutions that will help Muslims successfully respond to the challenges of contemporary society while preserving their identity, traditions, and spiritual values.
  9. We call upon Muslim religious officials, clergy of other faiths, all educators, and opinion leaders to promote a culture of dialogue, a sense of responsibility, and mutual understanding for coexistence, and to protect younger generations from all forms of radicalism, extremism, and hate.
  10. We demand decisive action against Islamophobia, discrimination, hate speech, and all forms of violence targeting Muslims or other religious communities.
  11. We call for the establishment of a just, lasting, and sustainable peace in the Middle East. We believe that this peace must be based on international law, respect for human dignity, the protection of civilians, and the recognition of the right of all peoples to live in peace, security, and freedom. We emphasize that dialogue, diplomacy, and cooperation are the only path to achieving long-term stability, reconciliation, and peace in the region.
  12. We condemn all forms of terrorism, violent extremism, hate, and intolerance. Terrorism has no religion, nation, or legitimate justification; it threatens the peace, security, and dignity of all people.
  13. Through this declaration, we emphasize the importance of deepening cooperation among all countries participating in the conference, strengthening joint working mechanisms, holding future meetings with broader participation, and institutionalizing this process by establishing a regular schedule; we call upon the organizing committee to take concrete steps to this end.
  14. “And one of His signs is the creation of the heavens and the earth, and the diversity of your languages and colours. Surely in this are signs for those of sound knowledge.” (Ar-Rum, 30:22)

وَمِنْ آيَاتِهِ خَلْقُ السَّمَاوَاتِ وَالْأَرْضِ وَاخْتِلَافُ أَلْسِنَتِكُمْ وَأَلْوَانِكُمْ

Based on this divine decree, we declare that our differences are not a source of conflict; rather, they are among the signs of Almighty Allah (swt) and a source of our richness. Mutual respect is the only solid foundation for coexistence and cooperation among peoples.

We reaffirm our commitment to the principles listed above and jointly proclaim this declaration.
